根據國家有關法律、法規(guī)規(guī)定，依據溫自然資規(guī)條331081202117015號建設用地規(guī)劃條件，經溫嶺市人民政府批準，溫嶺市自然資源和規(guī)劃局決定以拍賣方式出讓溫嶺市東部新區(qū)DB130105-3地塊工業(yè)用地(工業(yè)“標準地”)國有建設用地使用權，現將有關事項公告如下:

1、各項控制指標如下：固定資產投資強度≥270萬元/畝；畝均增加值≥81.1萬元/畝；畝均稅收≥19萬元/畝；全員勞動生產率≥18.6萬元/人.年；單位能耗增加值≥5.4萬元/噸標煤；單位排放增加值≥5578.3萬元/噸；R amp;D經費支出與主營收入之比≥2.6%；
2、符合國家、省規(guī)定的產業(yè)政策，符合環(huán)保要求，投資強度、容積率下限須符合《浙江省工業(yè)等項目建設用地控制指標（2014）》；
3、其他有關建設要求詳見溫自然資規(guī)條331081202117015號文件、《溫嶺經濟開發(fā)區(qū)東部新區(qū)工業(yè)項目“標準地”投資協(xié)議書》；
4、該宗地塊為工業(yè)“標準地”出讓，請競買人詳細閱讀出讓文本。 |
二、建設用地使用權競買對象
中華人民共和國境內外的法人、自然人和其他組織均可報名參加競買（法律法規(guī)及有關規(guī)定另有規(guī)定的除外），申請人可以單獨申請，也可以聯合申請。
行業(yè)類別設置為：金屬加工機械制造業(yè)（該行業(yè)工序設置需符合相關防護距離要求）。
三、出讓方式
該地塊按現狀條件公開拍賣方式出讓，不設置保留價。出讓采用增價方式，按照價高者得原則確定競得人。受讓人須在土地出讓成交之日起30日內支付全部出讓價款，并按規(guī)定繳納契稅和印花稅。市政基礎設施配套費按規(guī)定另行收取。
四、本次國有建設用地使用權拍賣出讓通過浙江省土地使用權網上交易系統(tǒng)（http://land.zjgtjy.cn/GTJY_ZJ/）進行。申請人須辦理或持有有效的數字證書（CA認證），填報相關信息，并按要求足額繳納競買保證金，方可參加網上拍賣出讓活動。
辦理數字證書請參閱“浙江省土地使用權網上交易系統(tǒng)——使用幫助/常見問題”，服務電話：400-0878-198；受理單位：杭州天谷信息科技有限公司；地址：杭州市西湖區(qū)西斗門路3號天堂軟件園D幢19層。
五、出讓時間安排
1、拍賣時間：拍賣時間為2021年9月3日9時。
2、報名時間：2021年8月23日9時至2021年9月2日16時。
nbsp; nbsp; nbsp; nbsp; nbsp; 3、競買保證金的繳納時間：繳納競買保證金的截止時間為2021年9月2日16時。
競買保證金到賬時間以銀行系統(tǒng)記錄到賬時間為準，其余時間以浙江省土地使用權網上交易系統(tǒng)服務器時間為準。
六、本次拍賣出讓的詳細資料請參閱拍賣出讓文件。有關拍賣出讓文件資料，競買人可以登錄浙江省土地使用權網上交易系統(tǒng)（http://land.zjgtjy.cn/GTJY_ZJ/），瀏覽或下載網上拍賣出讓文件，并按上述文件規(guī)定的操作程序參加網上競買。
