二、地塊掛牌出讓競買對象：中華人民共和國境內(nèi)外的法人、自然人和其他組織，除法律、法規(guī)另有規(guī)定外，均可申請參加，申請人應當單獨申請。對缺乏誠信，違反土地管理法律、法規(guī)及國有建設用地使用權(quán)出讓合同，經(jīng)有關部門教育、督促仍拒不改正者不得參加本次競買。
三、競得人確定方式：本次國有建設用地使用權(quán)掛牌出讓按照價高者得的原則確定競得人。
四、本次掛牌出讓方式：本次國有建設用地使用權(quán)掛牌出讓通過浙江省土地使用權(quán)網(wǎng)上交易系統(tǒng)（http://land.zjgtjy.cn/GTJY_ZJ/）進行。
五、本次掛牌公告時間：2021年8月19日至2021年9月7日；
報名時間：2021年9月8日至2021年9月17日（競買保證金繳納截止時間為2021年9月17日16:00）；
掛牌時間：掛牌起始時間為2021年9月8日10:00，掛牌截止時間為2021年9月22日10:00；
以上時間均以浙江省國有建設用地使用權(quán)出讓網(wǎng)上交易系統(tǒng)時間為準，競買保證金到達指定賬戶時間以銀行信息系統(tǒng)為準。

八、申請人須按照掛牌須知要求辦理數(shù)字證書，符合競買要求，并按要求足額交納競買保證金，方可參加網(wǎng)上掛牌出讓活動。
九、其他事項：
1、該地塊設置投資強度、開工后半年內(nèi)投資額、年均稅收等建設條件（具體詳見掛牌出讓地塊的基本情況和規(guī)劃指標表格）。成交后受讓方除與出讓方簽訂《國有土地使用權(quán)出讓合同》外，須與屬地政府或平臺簽訂《項目投資管理合同》，并及時報出讓人、海寧市發(fā)改局備案。
2、該地塊帶建筑設計方案出讓，競得人須嚴格按照建筑設計方案開發(fā)建設。
