根據(jù)《中華人民共和國土地管理法》、《中華人民共和國城市房地產(chǎn)管理法》、《中華人民共和國城鎮(zhèn)國有土地使用權出讓和轉(zhuǎn)讓暫行條例》、《招標拍賣掛牌出讓國有建設用地使用權規(guī)定》、《招標拍賣掛牌出讓國有建設用地使用權規(guī)范》以及《浙江省國有建設用地使用權網(wǎng)上交易規(guī)則（試行）》等有關規(guī)定，經(jīng)玉環(huán)市人民政府批準，玉環(huán)市自然資源和規(guī)劃局決定公開出讓1幅國有建設用地使用權?，F(xiàn)將有關事項公告如下：

二、本次出讓地塊競買對象
競買人須為從事供應鏈管理經(jīng)營的企業(yè)，競得人若為非玉環(huán)納稅企業(yè)，須在玉環(huán)注冊獨立法人企業(yè)并在玉環(huán)納稅。
三、出讓方式
按現(xiàn)狀條件掛牌出讓本公告地塊的國有建設用地使用權，出讓采用增價競價方式，按照價高者得的原則確定競得入選人及成交價格。競得入選人須在網(wǎng)上交易結(jié)束后5個工作日內(nèi)，先與蘆浦鎮(zhèn)人民政府簽訂《蘆浦鎮(zhèn)西塘BLP031-0303B地塊用地履約監(jiān)管協(xié)議》，再到玉環(huán)市土地交易中心接受資格審查。經(jīng)審核通過后，與玉環(huán)市自然資源和規(guī)劃局簽訂《網(wǎng)上交易成交確認書》和《國有建設用地使用權出讓合同》，《國有建設用地使用權出讓合同》簽訂之日起一個月內(nèi)付清土地出讓金。按規(guī)定繳納契稅和印花稅，土地出讓金不含市政基礎設施配套費和項目建設的其他規(guī)費。
四、操作途徑
本次地塊的國有建設用地使用權掛牌出讓均通過浙江省土地使用權網(wǎng)上交易系統(tǒng)（https://land.zjgtjy.cn/GTJY_ZJ/go_home）進行。申請人須辦理或持有有效的數(shù)字證書（CA認證），填報相關要求，并按要求足額繳納競買保證金，方可進入浙江省土地使用權網(wǎng)上交易系統(tǒng)參加網(wǎng)上掛牌出讓活動。
辦理數(shù)字證書請參閱“浙江省土地使用權網(wǎng)上交易系統(tǒng)——使用幫助/常見問題”，服務電話：400-0878-198；受理單位：杭州天谷信息科技有限公司；地址：杭州市西湖區(qū)西斗門路3號天堂軟件園D幢19樓。
五、本次掛牌時間安排
1、報名時間：參加競買的競買人申請可在2021年9月14日至2021年9月22日，按《浙江省國有建設用地使用權出讓網(wǎng)上交易規(guī)則（試行）》和本地塊的掛牌出讓須知有關規(guī)定辦理掛牌申請手續(xù)（競買保證金繳納截止時間為2021年9月22日16:00時）。
2、地塊的掛牌時間具體如下：
蘆浦鎮(zhèn)西塘區(qū)塊BLP031-0303B地塊掛牌起始時間為2021年9月14日15:00時，掛牌截止時間為2021年9月24日15:00時；
競買保證金到達指定賬戶時間以銀行信息系統(tǒng)記錄到帳為準。以上其余時間均以浙江省國有建設用地使用權出讓網(wǎng)上交易系統(tǒng)服務器時間為準。
本次掛牌出讓的詳細資料請參閱《掛牌出讓文件》。《掛牌出讓文件》及地塊相關資料，競買人可以登錄浙江省土地使用權網(wǎng)上交易系統(tǒng)瀏覽或下載，并按上述文件規(guī)定的操作程序參加網(wǎng)上競買。

（四）競買人不應在檢察機關有行賄犯罪行為記錄或在政府部門公布的失信人員名單之列。競得入選人通過資格審核的，方可最終確定為競得人。
（五）本次出讓地塊，地塊內(nèi)地下空間主導功能為配建停車位，地下空間不得作為商業(yè)用途開發(fā)建設，地下建筑面積和深度不限，不計入容積率。
（六）本次出讓地塊，項目涉及驗收、投產(chǎn)、達產(chǎn)等由蘆浦鎮(zhèn)人民政府負責監(jiān)管，競得人須與蘆浦鎮(zhèn)人民政府簽訂《蘆浦鎮(zhèn)西塘BLP031-0303B地塊用地履約監(jiān)管協(xié)議》。
（七）本次出讓地塊產(chǎn)權須全部自持，允許商業(yè)部分產(chǎn)權以層為單位且建筑面積不得少于3000平方米作為最小分割單元進行產(chǎn)權分割，但不得按不動產(chǎn)權單獨轉(zhuǎn)讓。
