根據(jù)《中華人民共和國土地管理法》、《中華人民共和國城市房地產(chǎn)管理法》、《中華人民共和國城鎮(zhèn)國有土地使用權(quán)出讓和轉(zhuǎn)讓暫行條例》、《招標(biāo)拍賣掛牌出讓國有建設(shè)用地使用權(quán)規(guī)定》、《招標(biāo)拍賣掛牌出讓國有建設(shè)用地使用權(quán)規(guī)范》以及《浙江省國有建設(shè)用地使用權(quán)網(wǎng)上交易規(guī)則（試行）》等有關(guān)規(guī)定，經(jīng)玉環(huán)市人民政府批準(zhǔn)，玉環(huán)市自然資源和規(guī)劃局決定公開出讓1幅國有建設(shè)用地使用權(quán)?，F(xiàn)將有關(guān)事項(xiàng)公告如下：

二、本次出讓地塊競買對象
競買人須為從事供應(yīng)鏈管理經(jīng)營的企業(yè)，競得人若為非玉環(huán)納稅企業(yè)，須在玉環(huán)注冊獨(dú)立法人企業(yè)并在玉環(huán)納稅。
三、出讓方式
按現(xiàn)狀條件掛牌出讓本公告地塊的國有建設(shè)用地使用權(quán)，出讓采用增價(jià)競價(jià)方式，按照價(jià)高者得的原則確定競得入選人及成交價(jià)格。競得入選人須在網(wǎng)上交易結(jié)束后5個(gè)工作日內(nèi)，先與蘆浦鎮(zhèn)人民政府簽訂《蘆浦鎮(zhèn)西塘BLP031-0303B地塊用地履約監(jiān)管協(xié)議》，再到玉環(huán)市土地交易中心接受資格審查。經(jīng)審核通過后，與玉環(huán)市自然資源和規(guī)劃局簽訂《網(wǎng)上交易成交確認(rèn)書》和《國有建設(shè)用地使用權(quán)出讓合同》，《國有建設(shè)用地使用權(quán)出讓合同》簽訂之日起一個(gè)月內(nèi)付清土地出讓金。按規(guī)定繳納契稅和印花稅，土地出讓金不含市政基礎(chǔ)設(shè)施配套費(fèi)和項(xiàng)目建設(shè)的其他規(guī)費(fèi)。
四、操作途徑
本次地塊的國有建設(shè)用地使用權(quán)掛牌出讓均通過浙江省土地使用權(quán)網(wǎng)上交易系統(tǒng)（https://land.zjgtjy.cn/GTJY_ZJ/go_home）進(jìn)行。申請人須辦理或持有有效的數(shù)字證書（CA認(rèn)證），填報(bào)相關(guān)要求，并按要求足額繳納競買保證金，方可進(jìn)入浙江省土地使用權(quán)網(wǎng)上交易系統(tǒng)參加網(wǎng)上掛牌出讓活動。

五、本次掛牌時(shí)間安排
1、報(bào)名時(shí)間：參加競買的競買人申請可在2021年9月14日至2021年9月22日，按《浙江省國有建設(shè)用地使用權(quán)出讓網(wǎng)上交易規(guī)則（試行）》和本地塊的掛牌出讓須知有關(guān)規(guī)定辦理掛牌申請手續(xù)（競買保證金繳納截止時(shí)間為2021年9月22日16:00時(shí)）。
2、地塊的掛牌時(shí)間具體如下：
蘆浦鎮(zhèn)西塘區(qū)塊BLP031-0303B地塊掛牌起始時(shí)間為2021年9月14日15:00時(shí)，掛牌截止時(shí)間為2021年9月24日15:00時(shí)；
競買保證金到達(dá)指定賬戶時(shí)間以銀行信息系統(tǒng)記錄到帳為準(zhǔn)。以上其余時(shí)間均以浙江省國有建設(shè)用地使用權(quán)出讓網(wǎng)上交易系統(tǒng)服務(wù)器時(shí)間為準(zhǔn)。

（四）競買人不應(yīng)在檢察機(jī)關(guān)有行賄犯罪行為記錄或在政府部門公布的失信人員名單之列。競得入選人通過資格審核的，方可最終確定為競得人。
（五）本次出讓地塊，地塊內(nèi)地下空間主導(dǎo)功能為配建停車位，地下空間不得作為商業(yè)用途開發(fā)建設(shè)，地下建筑面積和深度不限，不計(jì)入容積率。
（六）本次出讓地塊，項(xiàng)目涉及驗(yàn)收、投產(chǎn)、達(dá)產(chǎn)等由蘆浦鎮(zhèn)人民政府負(fù)責(zé)監(jiān)管，競得人須與蘆浦鎮(zhèn)人民政府簽訂《蘆浦鎮(zhèn)西塘BLP031-0303B地塊用地履約監(jiān)管協(xié)議》。
（七）本次出讓地塊產(chǎn)權(quán)須全部自持，允許商業(yè)部分產(chǎn)權(quán)以層為單位且建筑面積不得少于3000平方米作為最小分割單元進(jìn)行產(chǎn)權(quán)分割，但不得按不動產(chǎn)權(quán)單獨(dú)轉(zhuǎn)讓。
（八）本次出讓地塊不設(shè)保留價(jià)。
