上海機電設備招標有限公司（以下簡稱：招標機構(gòu)）受江南造船（集團）有限責任公司（以下簡稱：招標人）委托，對下述貨物和服務進行招標，我們竭誠歡迎合格投標人參加投標。
/Shanghai Machinery & Electric Equipment Tendering Co., Ltd.(hereinafter called ”the Tendering Agent”), authorized and on behalf of Jiangnan shipbuilding(Group) Co., Ltd (hereinafter called ”the Tenderee“), We cordially welcome eligible bidders for the supply of following goods and service by way of International Competitive Bidding.
1、招標條件 / Bidding Conditions
項目概況/Project Overview：采購液貨模擬器 1 套/Purchase 1 set of Liquid cargo simulator。
現(xiàn)招標人資金已到位，具備了招標條件。/Now Funds have been put in place, the Project is with the bidding conditions.

原產(chǎn)地在關境外的產(chǎn)品：自合同生效之日起180日歷日內(nèi)運抵上海，30日歷日內(nèi)完成安裝調(diào)試驗收。
原產(chǎn)地在關境內(nèi)的產(chǎn)品：自合同生效之日起210日歷日內(nèi)完成安裝調(diào)試驗收。
/ Goods offered from abroad:Arrived in Shanghai in 180 days after the contract takes effect, and complete the installation and commission in 30 days.
Goods offered within PRC: complete the installation ，commission and put into use in 210 days. |

3、 *投標人資格要求 /Qualification Requirements For Bidder：
1）投標人具有獨立的法人資格。
/ The bidder shall have the independent legal person qualification.
2）投標人從2020年1月1日起具有類似項目的業(yè)績（業(yè)績均須附供貨合同必要部分、驗收證明復印件或用戶證明材料（原件備查）），如合同無法體現(xiàn)上述技術(shù)要求的，須提供技術(shù)協(xié)議等相關證明文件，如未提供業(yè)績證明材料，評標委員會有權(quán)拒絕該投標）。業(yè)績證明材料以合同簽署日期為準。
/ From January 1st, 2020, The bidder should have one Performance of the similar device ((The achievement must be accompanied by a copy of the necessary parts of the supply contract, the acceptance certificate or the end user references, if the above application requirements cannot be reflected in the contract, relevant certification documents such as technical agreement shall be provided, If the certification materials for achievement are not provided, the bid evaluation committee has the rights to reject the bid).
3）投標人開戶銀行在開標日前三個月內(nèi)開具的資信證明原件或復印件。
/Bidder shall provide the bank reference letter issued within three months prior to the time of bid opening in original or its copy.
4）本次招標接受代理商投標，代理商必須得到制造商同意其在本次投標中提供該貨物的正式書面授權(quán)書。（同一品牌同一型號只允許一家代理商投標）
/This bidding accepts bid from agent, and the agent must obtain the manufacturer 's formal written authorization for consent to supply goods in this bids。Only one agent is allowed to bid for the same model of the same brand.
5）認定投標人數(shù)量時，兩家以上投標人的投標產(chǎn)品為同一家制造商生產(chǎn)的，按一家投標人認定。對兩家以上集成商或代理商使用相同制造商產(chǎn)品作為其項目包的一部分，且相同產(chǎn)品的價格總和均超過該項目包各自投標總價60%的，按一家投標人（最低投標報價）認定。
/When the number of bidders is determined, the products of two or more bidders are produced by the same manufacturer, which shall be recognized by one bidder. Where two or more integrators or agents use the same manufacturer's product as part of their project package, and the sum of the prices of the same product exceeds 60 % of the total bid price of each project package, it shall be recognized as one bidder.
6） 投標人必須向招標代理機構(gòu)購買招標文件并進行登記才具有投標資格；接受委托參與項目前期咨詢和招標文件編制的法人或其他組織不得參加投標。
/Bidder must purchase and register the bidding document from the Bidding Agency to become eligible for bid; legal person or other organization that are entrusted to participate in the preliminary consultation of the project and the preparation of bidding documents shall not participate in the bid.
7） 本次招標是否接受聯(lián)合體投標：不接受。/ Joint Bids：NOT Available.
4、招標文件的獲取 / Acquisition of Bidding Documents
4.1 凡有意參加投標人，請在以下時間內(nèi)購買招標文件：
招標文件購買時間：2023年10月 13日至2023年10月 20 日，每天（節(jié)假日除外）（北京時間）
/Time of Selling Bidding Documents：From 2023-10-13 to 2023-10-20, (Beijing Time).
招標文件售價：每套售價：1000元人民幣，或 140美元，售后不退。
/Price of Bidding Documents: RMB 1000 yuan, or USD 140 for each set.
4.2 招標文件購買方式：
凡有意參加投標者，請按如下步驟操作：
(1)凡有意購買招標文件的潛在投標人，請前往“中招聯(lián)合招標采購平臺”進行供應商注冊，注冊免費（網(wǎng)址：www.365trade.com.cn/）（在注冊頁面準確填寫供應商名稱、統(tǒng)一社會信用代碼等信息，并按照要求上傳供應商公司證件，信息完善后點擊“完成注冊”）；
(2)注冊審核通過后，登錄系統(tǒng)，點擊頁面左下角“尋找招標項目”進行項目名稱查詢，找到項目后點擊“我要參與”，需要購標審核的項目按要求上傳購標資料（法定代表人（單位負責人）授權(quán)委托書原件、委托代理人身份證明原件及復印件、營業(yè)執(zhí)照復印件（加蓋公章）、資質(zhì)證書（如有）復印件（加蓋公章））；
(3)等待項目負責人審核通過后，供應商選中需要購買的招標文件標包加入購物車進行標書費用支付，支付完成后，供應商可進行招標文件的下載；
(4) 標書款發(fā)票由招標代理機構(gòu)開具，在開標時向招標代理機構(gòu)領取；除標書款外，還需支付平臺交易服務費，由中招聯(lián)合信息股份有限公司出具增值稅電子普通發(fā)票（自行在發(fā)票管理頁面下載）。平臺操作過程中如需幫助，可聯(lián)系平臺客服熱線010-86397110（上午9：00—11：30，下午：13：00—17:30）獲取支持；潛在投標人在標書發(fā)售截止時間前登錄中招聯(lián)合招標采購平臺注冊、購買標書，否則將無法保證獲取電子版招標文件。標書款、平臺交易費一經(jīng)獲取不予退還。
