上海機(jī)電設(shè)備招標(biāo)有限公司（以下簡(jiǎn)稱：招標(biāo)機(jī)構(gòu)）受江南造船（集團(tuán)）有限責(zé)任公司（以下簡(jiǎn)稱：招標(biāo)人）委托，對(duì)下述貨物和服務(wù)進(jìn)行招標(biāo)，我們竭誠歡迎合格投標(biāo)人參加投標(biāo)。

原產(chǎn)地在關(guān)境外的產(chǎn)品：自合同生效之日起180日歷日內(nèi)運(yùn)抵上海，30日歷日內(nèi)完成安裝調(diào)試驗(yàn)收。
原產(chǎn)地在關(guān)境內(nèi)的產(chǎn)品：自合同生效之日起210日歷日內(nèi)完成安裝調(diào)試驗(yàn)收。

3、 *投標(biāo)人資格要求 /Qualification Requirements For Bidder：
1）投標(biāo)人具有獨(dú)立的法人資格。
/ The bidder shall have the independent legal person qualification.
2）投標(biāo)人從2020年1月1日起具有類似項(xiàng)目的業(yè)績(jī)（業(yè)績(jī)均須附供貨合同必要部分、驗(yàn)收證明復(fù)印件或用戶證明材料（原件備查）），如合同無法體現(xiàn)上述技術(shù)要求的，須提供技術(shù)協(xié)議等相關(guān)證明文件，如未提供業(yè)績(jī)證明材料，評(píng)標(biāo)委員會(huì)有權(quán)拒絕該投標(biāo)）。業(yè)績(jī)證明材料以合同簽署日期為準(zhǔn)。
/ From January 1st, 2020, The bidder should have one Performance of the similar device ((The achievement must be accompanied by a copy of the necessary parts of the supply contract, the acceptance certificate or the end user references, if the above application requirements cannot be reflected in the contract, relevant certification documents such as technical agreement shall be provided, If the certification materials for achievement are not provided, the bid evaluation committee has the rights to reject the bid).
3）投標(biāo)人開戶銀行在開標(biāo)日前三個(gè)月內(nèi)開具的資信證明原件或復(fù)印件。
/Bidder shall provide the bank reference letter issued within three months prior to the time of bid opening in original or its copy.
4）本次招標(biāo)接受代理商投標(biāo)，代理商必須得到制造商同意其在本次投標(biāo)中提供該貨物的正式書面授權(quán)書。（同一品牌同一型號(hào)只允許一家代理商投標(biāo)）
/This bidding accepts bid from agent, and the agent must obtain the manufacturer 's formal written authorization for consent to supply goods in this bids。Only one agent is allowed to bid for the same model of the same brand.
5）認(rèn)定投標(biāo)人數(shù)量時(shí)，兩家以上投標(biāo)人的投標(biāo)產(chǎn)品為同一家制造商生產(chǎn)的，按一家投標(biāo)人認(rèn)定。對(duì)兩家以上集成商或代理商使用相同制造商產(chǎn)品作為其項(xiàng)目包的一部分，且相同產(chǎn)品的價(jià)格總和均超過該項(xiàng)目包各自投標(biāo)總價(jià)60%的，按一家投標(biāo)人（最低投標(biāo)報(bào)價(jià)）認(rèn)定。
/When the number of bidders is determined, the products of two or more bidders are produced by the same manufacturer, which shall be recognized by one bidder. Where two or more integrators or agents use the same manufacturer's product as part of their project package, and the sum of the prices of the same product exceeds 60 % of the total bid price of each project package, it shall be recognized as one bidder.
6）投標(biāo)人必須向招標(biāo)代理機(jī)構(gòu)購買招標(biāo)文件并進(jìn)行登記才具有投標(biāo)資格；接受委托參與項(xiàng)目前期咨詢和招標(biāo)文件編制的法人或其他組織不得參加投標(biāo)。
/Bidder must purchase and register the bidding document from the Bidding Agency to become eligible for bid; legal person or other organization that are entrusted to participate in the preliminary consultation of the project and the preparation of bidding documents shall not participate in the bid.
7） 本次招標(biāo)是否接受聯(lián)合體投標(biāo)：不接受。/ Joint Bids：NOT Available.
4、招標(biāo)文件的獲取 / Acquisition of Bidding Documents
4.1 凡有意參加投標(biāo)人，請(qǐng)?jiān)谝韵聲r(shí)間內(nèi)購買招標(biāo)文件：
招標(biāo)文件購買時(shí)間：2023年10月 13日至2023年10月 20 日，每天（節(jié)假日除外）（北京時(shí)間）

招標(biāo)文件售價(jià)：每套售價(jià)：1000元人民幣，或 140美元，售后不退。

4.2 招標(biāo)文件購買方式：
凡有意參加投標(biāo)者，請(qǐng)按如下步驟操作：
(1)凡有意購買招標(biāo)文件的潛在投標(biāo)人，請(qǐng)前往“中招聯(lián)合招標(biāo)采購平臺(tái)”進(jìn)行供應(yīng)商注冊(cè)，注冊(cè)免費(fèi)（網(wǎng)址：www.365trade.com.cn/）（在注冊(cè)頁面準(zhǔn)確填寫供應(yīng)商名稱、統(tǒng)一社會(huì)信用代碼等信息，并按照要求上傳供應(yīng)商公司證件，信息完善后點(diǎn)擊“完成注冊(cè)”）；
(2)注冊(cè)審核通過后，登錄系統(tǒng)，點(diǎn)擊頁面左下角“尋找招標(biāo)項(xiàng)目”進(jìn)行項(xiàng)目名稱查詢，找到項(xiàng)目后點(diǎn)擊“我要參與”，需要購標(biāo)審核的項(xiàng)目按要求上傳購標(biāo)資料（法定代表人（單位負(fù)責(zé)人）授權(quán)委托書原件、委托代理人身份證明原件及復(fù)印件、營(yíng)業(yè)執(zhí)照復(fù)印件（加蓋公章）、資質(zhì)證書（如有）復(fù)印件（加蓋公章））；
(3)等待項(xiàng)目負(fù)責(zé)人審核通過后，供應(yīng)商選中需要購買的招標(biāo)文件標(biāo)包加入購物車進(jìn)行標(biāo)書費(fèi)用支付，支付完成后，供應(yīng)商可進(jìn)行招標(biāo)文件的下載；
(4) 標(biāo)書款發(fā)票由招標(biāo)代理機(jī)構(gòu)開具，在開標(biāo)時(shí)向招標(biāo)代理機(jī)構(gòu)領(lǐng)?。怀龢?biāo)書款外，還需支付平臺(tái)交易服務(wù)費(fèi)，由中招聯(lián)合信息股份有限公司出具增值稅電子普通發(fā)票（自行在發(fā)票管理頁面下載）。平臺(tái)操作過程中如需幫助，可聯(lián)系平臺(tái)客服熱線010-86397110（上午9：00—11：30，下午：13：00—17:30）獲取支持；潛在投標(biāo)人在標(biāo)書發(fā)售截止時(shí)間前登錄中招聯(lián)合招標(biāo)采購平臺(tái)注冊(cè)、購買標(biāo)書，否則將無法保證獲取電子版招標(biāo)文件。標(biāo)書款、平臺(tái)交易費(fèi)一經(jīng)獲取不予退還。
